The French secretly sent mercenaries with previous experience in Algeria and the Congo. They were small in number, only about fifteen, but highly effective. The Israelis also lent support by dropping arms and ammunition to the royalist troops. The Israelis thus gained invaluable information about the deployment of Egyptian forces. The Aden group, together with French volunteers and Israeli assistance, prevented the royalist movement from collapsing for the time being. But in 1966, British Prime Minister Harold Wilson announced that the British would withdraw from Aden.

He believed the Israelis had revealed their intention to occupy the West Bank and to regard Jordan as an enemy rather than as a partner in trying to maintain a precarious coexistence. Hussein became obsessed with what he believed to be an Israeli betrayal. Israeli Prime Minister Eshkol was furious with the IDF because of the raid. In May 1967 the Israeli government wanted Jordan to keep out of any war with Egypt, and it had no plans for the conquest of the West Bank or East Jerusalem. The Israelis sent Hussein no fewer than three messages saying they had no hostile intent towards Jordan.

In a remarkably perceptive newspaper article, Mohamed Hasanein Heikal, Nasser’s friend and confidant, explained: The closure of the Gulf of Aqaba . . means first and last that the Arab nation represented by the UAR [United Arab Republic] has succeeded for the first time, vis a` vis Israel, in changing by force a fait accompli imposed on it by force. . To Israel this is the most dangerous aspect of the current situation – who can impose the accomplished fact and who possesses the power to safeguard it.
